

At the United Nations STI Forum, Dr. Seng-Chuan Tan, President of the World Federation of Engineering Organizations (WFEO), participated as a high-level respondent in Panel 2 of the official session “Transforming Water Systems with Science, Technology and Innovation.”
The session focused on Water Infrastructure, Service Delivery and Urban Innovation (SDGs 9 and 11) and brought together international experts and stakeholders to discuss how science, technology, and innovation can contribute to resilient and sustainable urban water systems.
During the discussions, participants explored the role of engineering, resilient infrastructure, climate adaptation, and innovation in strengthening water systems and improving service delivery, particularly in rapidly growing urban areas. The panel also addressed the importance of inclusive and sustainable urban development through digital and nature-based solutions.

In his intervention, Dr. Seng-Chuan Tan emphasized that capacity building remains a fundamental pillar for transforming water systems and advancing sustainable urban innovation. Speaking from WFEO’s experience and its work with member states, particularly through the Engineering Capacity Building for Africa Programme (ECBAP), he highlighted the importance of strengthening local engineering ecosystems to ensure that existing water management solutions can be effectively implemented, operated, and maintained.
He stressed that investment in engineering education, professional development, and collaboration between universities, industry, and public institutions is essential to improving service delivery and enabling innovation uptake. Dr. Tan also underlined that while pilot projects can demonstrate successful approaches, long-term impact depends on sustained local capacity and institutional support.
WFEO’s participation in the STI Forum reflects the Federation’s continued commitment to advancing engineering solutions that support resilient infrastructure, sustainable urban development, and the achievement of the Sustainable Development Goals.
