At the opening ceremony, President Jorge Spitalnik pointed out that engineers should consider the social background and maintain a critical thinking ability, while implementing their professional duties. He stated that “An excellent engineer must follow certain ethical standards, with sufficient engineering knowledge and professional certification of his/her professional abilities. These activities require the entire project certification or the joint efforts of relevant departments in the country in order to ensure the qualifications of engineering experts, to achieve a unified and high quality standard while engineers work at the world scale, and to be recognized by international organizations”.
