Report on the National Union of Engineers Organizations of Senegal (UNISEN) at the Entretiens Eurafricains of Dakar
 

The Entretiens Eurafricains (Euroafrican Forum) were held at the African Institute of Management (IAM) on 5 – 8 February 2018 in Dakar, Senegal.

They were organized by the IAM and the France based organisation “ASCPE – Les Entretiens Eurafricains”. Exchanges gathered participants around high-level panelists on the theme of “Regional Union, Engine for an inclusive growth in Western Africa ?”.

8 roundtables were organized on 3 main subthemes as follows:

  1. Security and integration
  2. Regional institutions governance, solidarity and attractiveness strategies.
  3. Stimulating the regional market and enhancing cross-borders projects

Discussed in the following meetings:

  • Conference: “How to improve security in Western Africa and facilitate economic, social and political integration?”

  • Roundtable 1: “What is to be expected from civil society actors and regional institution?”

  • Roundtable 2: “Monetary and economic policies to face the investment and territorial cohesion challenges”

  • Roundtable 3: “BVRM: a regional key-player to encourage investment and fundraising

  • Roundtable 4: “Facilitating exchanges: bring down custom barriers and create network infrastructures”

  • Hearings: The Great Green Wall, an integrated project

  • Hearings: Enhancing the Senegal River, a cross-boarders project

  • Roundtable 5: “Enhancing cross-borders projects in the energy field to support regional industrialization”

  • Roundtable 6: “Setting an economic framework for culture in Western Africa”

  • Hearings: Giving all children a birth certificate to support school enrollment

  • Roundtable 7: “Setting a regional job and education market to meet the employers expectations”

  • Roundtable 8: “Funding the regional economy and giving the small business and local institutions credit access”

  • Visit of the Gorée Island (Slavery Museum)

The representatives of the National Union of Engineers Organizations of Senegal (UNISEN), WFEO National Member, have often spoken at those meetings, especially on renewable energies, more especially solar energy. Senegal has recently launched a solar plant program to reinforce its electricity capacities through the national company SENELEC.

Mr Fall from UNISEN has expressed his regrets that Senegal, such a sunny country, had to wait so long to proceed with this when its research already was advanced in 1969, under the supervision of Prof Souleylane Fall. It appears that his death stopped the research program. Besides, state funded research is almost inexistent. States should considerably raise their research efforts on solar energy, as the efficiency of the solar panels remains limited (c. 20%) because of sunlight reflection.

About human resources, the meetings have pointed out the lack of semi-qualified workforce (up to BA), when the number of highly qualified (“Bac+5”=MA) graduates has continuously increased. As a result, many of the necessary subordinate functions are to be filled by overqualified and underpayed people. Africa should address this issue by changing the definition of its human resources needs.
